Subject: Expert opinion on TePP proposal entitled ‘Ultrasonic Digital Foetal Heart Monitor’
Dear Madam,
As you might be aware that the Ministry of Science and Technology (Govt. of India) has launched a novel programme, viz. Technopreneur Promotion Programme (TePP) in the year 1998 jointly operated by Dept. of Scientific and Industrial Research (DSIR) and Technology Information Forecasting & Assessment Council (TIFAC) of Department of Science & Technology (DST) to assist individual innovator to convert an original idea/invention/know-how into working prototype/processes. The write-up on the programme is enclosed for your kind information.
The DSIR has received a proposal entitled “Ultrasonic Digital Foetal Heart Monitor” from Sh. Dalip Mishra of Mishra Medical Electronics (lately named as Hi Qua Surgical Equipments), Gurgaon for financial assistance under the above programme. The copy of the proposal is enclosed.
In this connection, the Ministry have identified you as one of the expert and would greatly appreciate you on receiving your comments in respect of the proposal on following aspects:
- Whether the instrument will enhance the capabilities of medical Instrumentation
- Whether the technology will improve the healthcare of rural India.
- Whether the proposal is based on innovative idea
- Whether the technology is already available in the country
- Whether the cost estimates are realistic
- Whether the proposal idea is desirable/technically feasible
- Whether the proposal merits consideration
